Developing a Model to Improve Technology Use in Organized Industrial Zones

What is the project about?

The overall objective of the project is to contribute to competitiveness of Turkey through developing models that will enable Organized Industrial Zones (OIZs) to assume an active role in entrepreneurship, innovation and technology development. The purpose of the project is to clearly identify how OIZs can contribute to the technology development ecosystem of Turkey in entrepreneurship, innovation and technology and assess how such contributions will be institutionalized.

What has been the situation?

Organized Industrial Zones (OIZs) in Turkey have matured to some extent in quantitative terms. It is therefore important in the context of the vision of sustainable and competitive growth that OIZs which serve industries should take up roles in effective use of technology. A review of effectively functioning technology development ecosystems in the world immediately reveals that all actors work in harmony within the framework of a shared vision, legal framework and support mechanisms. Harboring industrial zones and technoparks, such ecosystems engage in joint works to improve production-based productivity particularly in novel and innovative production technologies, sustainable and green production techniques and energy efficiency etc.

Therefore, it is necessary to clearly identify how the OIZs contribute to the technology development ecosystem in Turkey.

What is our mission?

UNDP's mission is to provide a high quality technical support to the Government of Turkey by clearly identifying how OIZs can contribute to the technology development ecosystem of Turkey in entrepreneurship, innovation and technology and assessing how such contributions will be institutionalized.

How are we doing this?

Within the scope of the project, it is both very important to test solutions and enabling actions and to complete the current situation analysis in a correct and comprehensive manner. Pilots that aim to analyze the ebabling factors or short-term action plans for the proposed model will be selected. OIZs that exceed the specified threshold in the indicators such as occupancy rate, density of technology usage, sectoral structure etc. and have the character of representation / scalability / replicability will contribute more effectively to the analyzes and the selections will be made in a participatory way in line with the project objectives.

Furthermore, a long-term capacity building program will be designed both for OIZ administrations and Ministry personnel in line with the requirements of the proposed model. In addition to the development of implementation guidelines for the priority actions of the proposed model and roadmap, the project will provide basis for the transformation through awareness raising activities and training programs

How will Turkey benefit?

It is expected to contribute to the competitiveness of Turkey through the development of models that will enable Organized Industrial Zones to play an active role in the fields of innovation and technology development.

What has been achieved until today?

  A general assessment has been conducted under the component 1 of the project, which is making current situation analysis and development of a model. All actors involved in the technology development ecosystem has been included in this assessment.

This assessment includes the formulation of a synthesis report as a result of relevant legislation reviews, site analyzes, international best practices/ case studies.
