After trying a few definitions, he began to tell him a well-known joke from our Turkish folk history, an anecdote from Nasrettin Hoca, a legendary popular character of 13th century Turkey.” This is how the head of Multilateral Relations Department H. Avni Aksoy of the Turkish Ministry of Foreign Affairs started to explain South-South Cooperation at a project launch in Ankara in mid-October.
