Third-Party Evaluation Report of Multi-Stakeholder Forestry Programme

The National Planning Commission has been making efforts to institutionalize evidence-based policies and decisions through use of results and findings from evaluations of completed and ongoing policies, programmes and projects, some of which are conducted by way of independent evaluators selected through competitive bidding process. One such third-party evaluation was conducted in the fiscal year 2073/74 of the Multi-Stakeholder Forestry Programme implemented by the Ministry of Forest and Soil Conservation. This report presents the findings of that assessment.

The evaluation--carried out with financial and technical assistance from UNDP--examines the performance, relevance, effectiveness, efficiency, impact and sustainability of the programme, including the planning and implementation process, status of work completion, contribution of the programme to employment creation at the local level, reducing vulnerability towards climate-change risks and enhancing livelihoods of communities through scientific management of forests, among other aspects. The report is expected to prove useful for formulation of forest plans, policies and programmes in the future.
